Recently we've added a page specifically for new contributors: https://docs.djangoproject.com/en/dev/internals/contributing/new-contributors/. It's the best place to figure out how to get started contributing to Django.
If you're an IRC user, try jumping into #django-dev on Freenode. I'm almost always there (#jacobkm), as are a bunch of other developers who can help you get started.

0Test your sites against pre-release versions
For example, we've recently released Django 1.4 beta. For the final version to be awesome, we need people to download the beta (https://www.djangoproject.com/download/), try it out, and report bugs (https://docs.djangoproject.com/en/dev/internals/contributing/bugs-and-features/).

We keep a list of tickets marked as "easy" (for some definition of the term, at least): https://code.djangoproject.com/query?status=!closed&easy=1&stage=Accepted. Those are usually fairly small, bite-sized tasks that could be tackled by a newcomer.
