Just get the code at https://github.com/libreprojects/libreprojects and look through it. Everything is just HTML, CSS and Javascript, so you can easily test it on your computer. Then dive into the issues at https://github.com/libreprojects/libreprojects/issues

Libre Projects need to be open source, hosted and easily usable. We already have a bunch at https://github.com/libreprojects/libreprojects/issues/9 that we need to review further regarding license, hosted instance and usability. You can easily help with that!
