Q: I'd like to participate. How do I begin?

You can look through Stellarium's Blueprint tracker at Launchpad and pick a task that looks sane. Everyone can submit a Blueprint, so before you start working on something, write an e-mail to the Stellarium developers' mailing list to make sure that the task is actually desirable and no-one else is working on it.
The Blueprint tracker is here:

Q: Other than writing code, how can I contribute?

0Translation: Program strings
You can help translate Stellarium's interface and sky cultures (constellations) in your language(s) of choice. Stellarium uses Launchpad's web-based translation engine: https://translations.launchpad.net/stellarium

0Testing Stellarium at different hardware
New releases need to be tested on different hardware configurations, especially for compatibility with different graphics cards. Windows users can download some of the test builds that are periodically uploaded to Launchpad (https://launchpad.net/stellarium/+download). Please report all bugs to the bug tracker. (https://bugs.launchpad.net/stellarium).

0Translation: Website
You can translate Stellarium's homepage (http://stellarium.org) in your language(s) of choice. The existing translations need to be updated, too - the links to the bug tracker, etc. are broken, as Stellarium no longer uses the SourceForge trackers. Instructions can be found in the Stellarium WIki: http://www.stellarium.org/wiki/index.php/Homepage_translation
