The best thing to do is get on the Freenode IRC network and visit #angband-dev. The developers hang out there all the time and would be happy to talk to you about your ideas, or things to work on.
There is also a forum discussing Angband development as well as gameplay: http://angband.oook.cz.
Finally, there is a Trac website where you can find a wiki and also open tickets: http://trac.rephial.org

0The Angband front end UIs (especially Windows) are a bit clunky
Angband has had a lot of contributors and slowly evolved over the last 20 years. Some of front ends aren't frequently used by the developers so they don't get as much attention.
