Q: I'd like to participate. How do I begin?

You can find the feature tracker at http://ocportal.com/tracker (uses the same login details as ocportal.com), subversion trunk is http://ocportal.com:81/svn/svn/4.2.x (don't let the "4.2.x" fool you, it's trunk!) and plenty of development discussion in a dedicated section of the forum http://ocportal.com/forum/forumview/misc/developing.htm
Addons and themes are especially valued, which make good self-contained projects to tackle. Guidance for making addons can be found in the developer forum linked above, whilst theming has its own forum here http://ocportal.com/forum/forumview/misc/themeing.htm

Q: Other than writing code, how can I contribute?

1Spread the word!
ocPortal is an incredibly comprehensive Website engine, and pretty easy to use too, but it's not widely known, or is often dismissed as an option simply because people don't know much about it. If you've had a good experience with ocPortal, please let people know (when appropriate) and if you find someone who looks like they'd benefit from using ocPortal, point them in our direction! There's a lively forum thread going on about this sort of activity http://ocportal.com/forum/topicview/misc/lets-spread-a-word.htm
