Take a stab at producing higher quality documentation. Right now most of it lives in throttled-startup when it really shouldn't. There is much room for improvement and pretty much any documentation is better than what's there now.

Currently most linux kernels don't ship with divert sockets. This requires users to compile their own modified kernel to support throttled. In addition most linux distros use iptables and the throttled-startup script is currently designed to work with ipfw.
