First take a look at the introductory information at http://bitbucket.org/ashcrow/victims/wiki/Home.
Next, get a snapshot of the current code base using Mercurial (aka hg): hg clone https://bitbucket.org/ashcrow/victims
Take a look at http://bitbucket.org/ashcrow/victims/issues?status=new&status=open and see if there are any tickets you can or would like to tackle. If there are none you want to work on but you have an idea then open up a new ticket and set it as a proposal.
When you are done coding, send the diff back up to the ticket.
(You can also use the fork/merge workflow in BitBucket if you choose)

Q: Other than writing code, how can I contribute?

Currently there is very little documentation on the project. It would be great if someone could work on documenting the source (using Sphinx http://sphinx.pocoo.org/) OR documenting how to use the tool as well as how to submit hashes.

0Web Design/Workflow
It's no secret, I suck at web design. The current design is a simple template taken from http://www.oswd.org which does the job but isn't very unique or interesting. The workflow for adding data or viewing data is a bit wonky as well and could use some review and a designers touch.

0Integrating blog/news feed
Something that victims is missing is a notification blog/newsfeed to give new information about the project, status, etc.. Right now I'm using BitBucket's wiki for this but it's more suited for small, general documentation about development. It would be great to have either a simple markdown or restructured text based blog to post things like "Upgrade to version XYZ" or have the ability to pull in a feed from a Wordpress blog or something similar.

About victims
The idea is to take SHA512 sums of language packages, such as Jar or Egg files, and matching the sums against a database. The database will have sum to CVE list so that someone would be able to scan their packages and find issues.
